Department Of Transportation News Effective October 27, 2008 the Federal Railroad Administration has issued an order restricting on-duty railroad operating employees' use of cellular telephones and other distracting electronic and electrical devices.

A copy of FRA Emergency Order No. 26 is available here.

A flowchart being distributed by the FRA illustrating when such devices may and may not be used is available here.

CSXT is in the process of perfecting their rule for use of communication devices while on duty to comply with Emergency Order No. 26.  We can expect to see a revised CSXT Safe Way Rule GS-28 as well as an added Rule GS-29, separating the use of personal electronic devices from those of Railroad provided electrical devices, in the very near future.  In the mean time, General Chairperson Lesniewski recommends that members comply with Emergency Order No. 26 to protect themselves, refraining from the use of personal electronic devices altogether and restricting the use of company provided electronic devices to those instances where they are not operating moving equipment and are not engaged in any switching operation.
